Bill Howard Basketball League Rules

Junior Division (6th and 7th graders) - cannot turn 14 before the end of the current season.

Intermediate Division: (8th and 9th graders) - cannot turn 16 before the end of the current season.

Senior Division: (10th - 12th graders) - cannot turn 19 before the end of the current season.

SCOREKEEPER, TIMERS, REFEREES
A. Our League provides the Scorekeeper. The scorekeeper will act in an official capacity in accordance with the official basketball rules.
B. The referees shall have complete control of games and players. When a game starts, the referee has complete authority until the end of the game.
C. The referees will be assigned and supervised by the Boys & Girls Club.
D. Each Unit Director or Site Supervisor will be responsible for the games played at their respective clubs. They are responsible for collecting the results of all games and must call the scores into the League Director immediately following the last game of the day.

OFFICIAL BASKETBALL RULES AND MODIFICATIONS

  1. The official IHSA Basketball Rules shall be the rules for the league with the following exceptions:
  2. Whenever so marked, the 12’ foul lane applies as it pertains to the restraining line on fouls and the 3-second rule.
  3. The clock will stop only:
    1. When a charged timeout is granted. ONE per half, no carryover.
    2. When an official takes a timeout.
    3. The halves end.
    4. The last 1-minute of each half, on each whistle.
  4. There are two 20 minute halfs per game with a 5 minute halftime period.
  5. The game will begin with a jump ball, all other jump ball situations will be alternating possessions.
  6. Full Court Press-teams may press only when not up by 15 points or more.
  7. Technical fouls called on players will result in the awarding of 2 points plus possession of the ball to the opposing team.
  8. Player or Coach is disqualified from participating after the 2nd Technical Foul

GAME PLAY

  1. No team shall be allowed to start a game with less than five players.
  2. Any team failing to take the floor five minutes after the scheduled start time shall automatically forfeit the game to their opponents.
  3. Playing ineligible players on any team will result in forfeiture of games participated in by the ineligible player or players.
  4. Players are required to play a minimum of five minutes per half.
    1.  Failure to do so will result in forfeiture.
  5. If a coach decides not to play a player because of a team infraction, he/she must notify the Unit Director PRIOR to the start of the game.
  6. If there are enough teams in a league, the teams will be divided into divisions following the second or third games based on their level of play.
  7. All games must start with an approved Boys & Girls Club coach, and at the half.
  8. Postponed Games - in the event of a postponement, the Boys & Girls Club is responsible for notifying the head coach of both teams, as well as the officials, of the postponement and the rescheduled game.

ROSTERS AND TEAM INFORMATION

  1. A player may only play on one team per league.
    1. Once a player’s name has been placed on the roster sheet and has all their information complete, that registration is final.
  2. A player must play in one of the team’s first two games to be deemed eligible for the remainder of the season.
  3. If a coach wishes to add a player after the season has started, he/she must do so prior to the second game of the season.
    1. Online registration is required before they are eligible to play.
  4. All players playing in the Boys & Girls Club of Rockford Bill Howard Basketball League MUST wear the team t-shirt provided.
    1. NO ALTERATIONS TO THE SHIRT IS PERMITTED.
      Full uniforms are prohibited.
    2. Failure to have team t-shirt on game day makes a player ineligible for that d day’s game.
  5. Each team must have an adult coach 21 years or older present at all practices and on the bench during games.
  6. A maximum of two coaches on the bench is allowed; only 1 coach may stand at a time.

OTHER INFORMATION

  1. Officials are to be certified IHSA Officials.
  2. Officials have complete control of the game and have the authority to order a player, coach, or spectator to leave the game and building if, in their judgment, such action is warranted.
    1. Offenders will have 1-minute to comply with the Official’s ruling.
    2. Failure to do so will result in forfeiture of the game.
  3. If a player, coach, or team personnel is ejected from a game, he/she may not attend the next league game. Two ejections during the season will mean expulsion from the league, no refund given.
  4. Anyone ejected from the game MUST leave the gymnasium before the game can continue.
  5. *Any conflicts at a game site need to be communicated to the appropriate Unit Director.
  6. The team having the highest win-loss record at the end of the league season will be champion.
  7. Coaches are responsible for notifying their parents, players, and spectators of the rules that are in effect. Coaches are also expected to uphold these rules at all times.
  8. Any coach pulling his or her team off the playing court for any reason will mean automatic dismissal from coaching for the remainder of the year, and will also not be allowed to coach in any other B & G Club athletic program.
  9. Protested Games-eligibility of a player or a violation of association rules are the only grounds where a protest will be entertained. If a protest situation arises, the coach needs to file the protest immediately following the game in a discreet fashion with the Unit Director.
  10. Any rule changes or amendments must be approved by the Athletic Director.
  11. Any complaints regarding officials, coaches or Boys & Girls Club Staff must be submitted in writing following a 24-hour “cool down” period.
  12. Any spectator, coach, or player behaving in a manner not conducive to Boys & Girls Club expectations (i.e., jeering, name calling, arguing with a referee, etc.) OR refusing to follow Bill Howard League Rules will be required to leave Boys & Girls Club property immediately.
  13. Refusal to comply when instructed could result in expulsion.
    1. Any parent ejected from the game will result in a technical foul charged to their team (opposing team will automatically be awarded 2 points and the ball).
    2. Said parent will also not be allowed to attend their child’s following game.
